    who---pronoun, obj form is whom

    isn't his duty----adj phrase to "who"

    to take out the garbage for me------the infinitive adjunct is used after some verbs(eg:-need) which are used with preposition---to infinitive, eg:-to see, to come, to clean, to wash, to tell, to take out;

    說實話,我覺得每個option都不能讓句子變得通順

    不過如果是D的話,句子就是  I need someone isn’t his work to take out the garbage for me. 

    雖然不太通順,但意思是:

    我需要一位任何一位不是他本分的人去幫我把垃圾拿出去。

      Yessss that was my original answer.
      I added ‘who’ too, but then I was told that the correct answer is D so I changed.
