英文文法 of 問題?

最近準備多益，下列書本例句的文法結構不懂，可以幫忙說明嗎？謝謝!!

employees must comply with the regulations governing computer use.

員工必須遵守管理計算機使用的法規。

我覺得應該加上「of」，變成下列這樣，這樣文法有錯嗎？

employees must comply with the regulations of governing computer use.

分詞片語當作「修飾語」，修飾前面的名詞questions

Employees must comply with the regulations "of governing computer use."

介系詞片語當作「修飾語」，修飾前面的名詞questions

governing在前一句是「現在分詞」，屬「動狀詞」(verbal)，當「形容詞」用。

第二句的governing是「動名詞」，也屬「動狀詞」，當「名詞」用。

兩種寫法都正確。

不應該!!

其實, regulation解作"法規"或"規則"時, 是可數名詞且一般衆數, 就不需加上"of"; 在文法上雖然看似正確, 但在意思表達上就極為不妥.

當regulation解作"管制"時, 是不可數名詞, 在介詞上的配搭(collocation)就可以加上"of", 解作"對於…的" (the regulation of something = 對某事物的管制), 但動詞上的配搭就用不上"comply with(遵守)".

例: The management demands tighter regulation of computer use. 管理層強烈要求對電腦使用的嚴格管制.
